Three categories of fees and charges are levied for the water management services provided by the NSW Office of Water:

The Independent Pricing and Regulatory Tribunal of NSW (IPART) sets the maximum prices that we can charge for the services we deliver. Annual fees and charges for the period 1 July 2011 to 30 June 2014 were determined by IPART in the current pricing determination for the Office of Water. Fees and charges are adjusted annually for inflation.

Your water licence bill

The bill for your water licence is issued by State Water on our behalf. You are billed for water management charges accrued during the previous financial year or quarter. Regulated river licence holders pay their charges quarterly. Unregulated river and aquifer access (groundwater) licence holders pay their charges annually. The GST is not applied to any of your water management charges.

The water management charges on your bill

Your total water bill can comprise one or more charges:

  • a water licence access (entitlement) charge
  • a water usage charge
  • a meter reading, assessment or service charge
  • a minimum water management charge.

The water licence access (entitlement) charge will be billed under a 2-part tariff, depending on whether your water usage was metered or assessed during the billing period. Read more information on the 2-part tariff.

2013-14 water management charges

Our water management charges are adjusted annually for inflation. The following tables show the 2013-14 entitlement and usage charges for regulated river, unregulated river and aquifer access (groundwater) licences issued under the Water Management Act 2000 and Water Act 1912.

A minimum water management charge applies if your charges in a financial year are less than the minimum annual charge set by IPART.

For the 2013-14 financial year, the minimum annual charge is $105.34.

Regulated river access and usage charges

Regulated river water management charges are shown in the table below and apply as follows:

  • Billed quarterly for the previous quarter.
  • High security and general security licence holders – you will be billed for an access charge (a) and a usage charge (b) for your river valley. These charges will be multipled by the number of megalitres or shares (UNITS) you are assigned or used.
  • Zero share water access licence holders – you will be billed for the annual minimum water management charge in the final quarter of the financial year.
  • Supplementary water access licence holders – you will be billed for the usage charge (b) for your river valley for each quarter, or the minimum annual water management charge in the final quarter (even if you did not use any water during the financial year).

Unregulated river access and usage charges

  • Billed annually for the previous financial year.
  • If your licence has an entitlement but your water usage was not metered or assessed, you will be billed for the 1-part tariff access charge (c) for your river valley. This charge will be multiplied by the number of megalitres or shares (UNITS) assigned to your licence.
  • If your licence has an entitlement and your water usage was metered or assessed, you will be billed for the lesser 2-part tariff access charge (a) and usage charge (c) for your river valley. This charge will be multiplied by the number of megalitres or shares (UNITS) you were assigned and used. You will also be charged a meter reading, assessment or servicing charge.

Aquifer (groundwater) access and usage charges

  • Billed annually for the previous financial year.
  • If your licence has an entitlement but your water usage was not metered or assessed, you will be billed for the 1-part tariff access charge (c) for your river valley. This charge will be multiplied by the number of megalitres or shares (UNITS) assigned to your licence.
  • If your licence has an entitlement and your water usage was metered or assessed, you will be billed for the 2-part tariff access charge (a) and usage charge (b) for your river valley. This charge will be multiplied by the number of megalitres or shares (UNITS) you were assigned and used.  You will also be charged a meter reading, assessment or servicing charge.
  • If your supplementary licence was allocated water during the billing period and your water usage was metered or assessed, you will be billed for the 2-part tariff access charge (a) and usage charge (b) for your river valley. This charge will be multiplied by the number of megalitres or shares (UNITS) you were allocated and used.  You will also be charged a meter reading, assessment or servicing charge.
  • If your supplementary licence was allocated water during the billing period and your water usage was not metered or assessed, you will be charged the 1-part tariff access charge (c). This charge will be multiplied by the number of megalitres or shares (UNITS) you were allocated during the billing period.
